On February 3, 2025, the amended New Jersey Groundwater Quality Standards (GWQS) were published in the New Jersey Register. The revised GWQS includes numerous compounds with more stringent (lower) standards including benzene, tetrachloroethylene (PCE), trichloroethylene (TCE), ethylbenzene, and vinyl chloride. The NJDEP allows the previous GWQS to be used for six months, except in those cases where the standard has decreased by more than an order of magnitude.

Benzene = 0.45 parts per billion (ppb)
Ethylbenzene = 150 ppb
PCE = 0.4 ppb
TCE = 0.28 ppb
Vinyl Chloride = 0.035 ppb

NJDEP Proposed Amendments to Site Remediation Regulations and Rules
The New Jersey Department of Environmental Protection (NJDEP) published a proposed rule in October 2024 that would amend the Administrative Requirements for the Remediation of Contaminated Sites (ARRCS) to require prospective purchasers of property conducting due diligence activities to report any discharges identified at the site to the NJDEP and current property owner(s). This could potentially require further environmental investigation and remedial obligations with the NJDEP.
This is of significance as previous reporting obligations did not apply to any parties conducting environmental due diligence activities.
The comment period deadline for the proposed amendments is January 21, 2025 and can be submitted electronically to https://dep.nj.gov/rules/rule-comment-form/?utm_medium=email&utm_source=govdelivery

The New Jersey Department of Environmental Protection's (NJDEP's) Contaminated Site Remediation & Redevelopment (CSSR) announced that the 1,4-Dioxane Sampling Fact Sheet is now available. This fact sheet was created by a work group comprised of DEP staff and stakeholders to supplement the Field Sampling Procedures Manual’s Chapter 3 – Contaminants of Emerging Concern. The 1,4-Dioxane Sampling Fact Sheet provides environmental professionals with information on properties, analytical methods, sampling considerations, and investigative derived waste information.
